Access to district court case files in question?

On August 24th, The Gazette reported that the Maryland court administrator "told clerks they could require people to fill out a form seeking access and then return 24 hours later for the paperwork." According to the article, the Montgomery district court is already doing this.

The new procedure would delay access to court records and would increase the cost of retrieving court documents through document retrieval services, because the runner would have to visit the court twice.
