Judgments & Liens Search
The Maryland Judiciary Case Search recently (apparently in December) added additional content to it's database: the ability to search for judgments and liens. Once you sign into the main screen there's a link at the top of the page for Circuit Court Judgments and Liens. Search options are similar to the regular case search: you can search by either the name of the company or individual and you can choose to limit by date or by court. Searching by case number, though, does not seem to be an option.

Will the search described cover all potential judgments that may attach to real estate? In Virginia all attaching judgments are filed in the circuit court in the land records that the property is located in. From what I have been told in Maryland there is a service that you have to order judgment searches through.
The judge will sometimes, having heard both sides of the argument, refrain from making an immediate decision and retire to consider the case further. The judge will announce that they are to reserve their judgment until a later time. Thanks for sharing.

Unless the collector is using sewer service you should have notice a collector wants to go to court. In Illinois which has exemptions, the bank account would be declared before the judgement goes into effect.
